The Washington Post reported that President Clinton's proposed budget for FY 1998 will be released on February 6, and is expected to contain a proposal to establish a "per capita cap" for Medicaid. Kiryas Center and other advocates are strongly opposed to this provision, as it could jeopardize needed health and long term supports and services for many people with mental retardation and other disabilities.
